At the beginning of the session of VSU Academic Council, Rustam Sahakyan, VSU Rector, welcomed the members of the Academic Council and the student observers, who joined the session online, noticing that the events taking place at the University were gradually becoming more transparent. The quorum was established. At the beginning of the session, the issue of discussing the curricula of educational programs with the qualification of a pedagogue in Armenian Language and Literature, Russian Language and Literature, English Language and Literature, History and Biology was added to the current issues on the agenda. Susanna Tumanyan, Vice-Rector for Educational Affairs of VSU, delivered a report on the criteria of academic workload for the academic year 2020-21. The agenda was approved unanimously with the above-mentioned changes.

Aren Santoyan, Vice-Rector for Scientific Affairs of VSU, delivered a report on cooperation outcomes in the field of research. Aren Santoyan, Vice-Rector for Scientific Affairs of VSU, mentioned that Vanadzor State University had recently received a partnership offer from German organization “Falling Walls”, which dealt with the issues of publicity of science. A. Santoyan, Vice-Rector for Scientific Affairs of VSU, also mentioned that the role of the employees who were responsible for internationalization in the Chairs in search of grants was very important.

Mikael Tamaryan, Chairman of VSU Student Council, presented the analysis for revealing the students’ educational needs, mentioning that the Student Council always cooperated with the University Administration and separate Departments, and revealed the issues that the students raised. However, taking into account the fact that the exams of full-time learning system will be conducted online, and it is assumed that interruptions in communication may occur that can affect the students’ grades, M. Tamaryan, Chairman of VSU Student Council, suggested that they should give the students an opportunity to get in touch with the lecturers immediately. S. Tumanyan, Vice-Rector for Educational Affairs of VSU, asked when the student had to get in touch with the lecturer again after the communication failure. She also mentioned that the examination paper should be changed in such cases. It was suggested that the student should also get in touch with the observer of Student Council in the above-mentioned cases. R. Sahakyan, VSU Rector, emphasized that the University Administration is always ready to respond quickly when problems arise.

On the third issue of the agenda, the members of the Academic Council made some changes in the regulation of the Financial and Economic Committee attached to the office of VSU Rector. It was suggested that the paragraph 4.10 “The Rector of the University can invite other people, such as experts or specialists, who are not members of the committee, to the committee meeting with the right of a consultative vote” of “The Regulation of the Financial and Economic Committee attached to the office of VSU Rector” should be reworded as follows: “The Rector of the University can invite other people, who are not members of the committee, to the committee meeting with the right of a consultative vote for including potential beneficiaries in the discussion of the issue on the agenda in case of necessity.” There were no objections to that proposal.

The first issue on the agenda related to the suggestion for making Master’s Degree programs pedagogical. The suggestion was approved unanimously.

The second issue on the agenda referred to some problems of taking the exams of a full-time education system. From a number of questions raised by the students, it became clear that the feedback did not work well, some of the lecturers had misunderstanding, as a result of which the students had difficulties. There were also suggestions that were considered unacceptable (cancellation of exams, as a result of which, the students will be given marks only for their practical work, etc.). S. Tumanyan, Vice-Rector for Educational Affairs of VSU, mentioned that at the meeting, she together with rector emphasized that due to the emergency situation, the students who got good marks from all the components of assessment during the exam, should be given eight points as a bonus. The students can take advantage of that bonus and, if they want, they can answer the examination paper for getting better grades. The student’s attendance is compulsory during the examination. The lecturer has a right to hold the examination either oral or written. The professor can also give a test to the students. The lecturer should maintain the eight points that are given to each student as a bonus.

Then, it was suggested that the participants of the session should guarantee for publication the Issues A and B of “The Scientific Proceedings of Vanadzor State University”. That offer was approved unanimously.

The next issue on the agenda was about presenting the name of Vandos Gharagyozyan, a lecturer, Doctor of Pedagogical Sciences, Professor, for awarding of a Diploma of Government on the occasion of his 80th anniversary and for his long-lasting scientific and pedagogical activities. The members of VSU Academic Council offered to remove that issue from the agenda and discuss it in the Councils of Faculties. They should also discuss the criteria on the basis of which the award-worthy candidates should be chosen. Then, they should submit it for the approval by the Academic Council. Rustam Sahakyan, VSU Rector, suggested that they should create an impartial committee for solving that problem. The participants of the session decided to remove that issue from the agenda. A committee will be set up in the near future. The issue of presenting the name of Vandos Gharagyozyan, a lecturer, Doctor of Pedagogical Sciences, Professor, for awarding of a Diploma of Government will be discussed at the committee meeting. R. Sahakyan, VSU Rector, reassured that the committee will be formed as a result of discussions and consultations. The suggestion was approved unanimously.

Afterwards, it was suggested that the members of VSU Academic Council should reestablish the criteria for the fifth section of internship. That offer was also approved unanimously.

At the end of the session, Rustam Sahakyan, VSU Rector, congratulated everyone on the First Armenian Republic Day that is celebrated on the 28th of May.
